About ARSSE
ARSSE is a Soldatserver administration tool which allows you to connect to multiple servers at the same time and administrate them without having to open the orginal Soldat client.
You will probably use it when you need to to take care about what is happening on your server
This tool is based on the old Admin client made by MM and has been extended and improved by KeFear.
Like MM's admin client it is written in Delphi.
Currently the only person who maintains ARSSE is Shoozza.
About the name
KeFear confirmed that it is called ARSSE for purpose.
The full name is Advanced Remote SoldatServer Enchanter

However since there are some nice people who constantly request new features (and report bugs) new stuff could pop up from time to time.
